Move up Policy Division 1 and Division 3
Approved by MRYSL Board 2/3/08

***Move ups will happen RARELY, and truly be for those players who are evaluated to be noticeably more skilled than their peers and who would be an
impact player on the older team (why move up if you are not going to play a LOT, and why displace an appropriately aged child if the moved up player isn't
a needed player). THE LEAGUE TAKES THESE ISSUES VERY SERIOUSLY***
**Petitions to move up must be made by the start of tryouts
**All Fall move ups must be decided by June 1st. Absolutely no move-up will be considered after either team has started practices.
**Final decision falls on the Board of Directors and the Competitive Committee—if a move up would collapse the team below, the Competitive Committee retains the right to deny the petition.

Conditions to Grant Move Up if there is No Age Appropriate Team:
1) If there is no age appropriate team in a players’ skill level, a letter requesting a move up to an older team from the parents/guardian must be submitted to the VPs of Competitive by tryouts.
2) The player must tryout for the team and earn his or her inclusion.
3) If the move up player would not be a starter, the coach is encouraged to retain an equivalently skilled age-appropriate player. (Don’t bump an age appropriate player who would have no other competitive team to play on if the move up player will not impact the team.)
4) If in the following year an age appropriate team is formed, then the player must try out for that age appropriate team.

Conditions to Grant Move Up for Special Circumstance/Elite Players:
1) A letter requesting a move up to an older team from the parents/guardian must be submitted to the VPs of Competitive by tryouts.
2) Both coaches (the age appropriate coach and the coach of the team one age group up) must agree that the player can tryout and, if appropriate, play for the older team.
3) The player must try out for the age appropriate team and the team they are requesting a move up to.
4) The player has to be within the top 8 players on the new rooster, as evaluated by an objective evaluation system decided on by the Competitive Committee (for example, the Alan Exley Circuit). It would be detrimental to move up a starting player and have them ride the bench on an older team.
5) The coach of an older team cannot approach a player of a younger team. No poaching. The appearance of poaching is enough to deny a move up.

Conditions to Grant Move Up for Team Formation:
1) The Board may elect to move up players onto a team in order to combine age groups for the good of our programs.
2) These are move ups of LAST RESORT in that all other options have been explored in team formations.
3) This option should be reserved for forming Spring teams.
4) Players can move up not more than one age group (ie a true U12 player (who is an older 11 year old or has turned 12 by the Spring) may play with the U14 age group but not the U16)
5) Players shall have adequate skills for the age and division level being played, although not required to be within the top 8 ranked players.
6) The issue of a player’s safety must be considered and approved by the Competitive Committee and the player’s family before this move up is approved.
7) Families will have the option to tryout for a move up or not. If a family does not want their child to play with the older group for any reason, they will not be pressured to do so.
